Rowan has launched, managed, and grown national and international biotech innovation programs focused on improving scientific collaboration, health outcomes, and pandemic preparedness.
His efforts have focused on generating impactful outcomes through the development and commercialization of new technologies. As co-founder and director of BARDA Ventures he spearheaded investments in next generation vaccines, novel diagnostic capabilities, transformative biomanufacturing processes, drug delivery technologies, and digital health tools. As a life science consultant with Booz Allen, Rowan has led strategy development and implementation efforts for large organizations and government agencies. He is skilled in creating partnership structures that productively align stakeholders to advance collective priorities. These efforts span strategic partnerships with incubators and accelerators to venture capital funds and large corporations ranging in scale between $10 million and $350 million.
Rowan has first-hand experience on both sides of public-private partnerships. He has led business development efforts that resulted in winning multi-million-dollar government contracts. He has also led solicitation development and proposal evaluation efforts to make award decisions for government R&D programs.
